Annual Meeting for Liaison Officers - 2026
Workshops forming part of an EU funded project out of the Technical Support Instrument: Strengthening of Strategic Foresight & Anticipatory Governance Practices in the Maltese Public Administration (LIMinal Project)
Between the 18th and the 20th of June, the Coordination & Implementation Division hosted a series of three workshops as part of the LIMinal project.
On the first day, the OECD team together with Dr Peter Glenday from the International School of Futures discussed the mapping and development of a curriculum dedicated to the development of strategic foresight and anticipatory governance practices in the public service. The IPS leadership team was also invited.
On the second day, Dr Olga Siemert from London's King's College, and Dr Betty Sue Flowers, a foresight consultant, ran a hands-on workshop for managers working in policy departments across all ministries on applying futures-thinking in their day to day work.
The thirds workshop, aimed at headship positions in the public service, was addressed by Ms Betty Sue Flowers and Mr Kai Alhanen from the National Dialogues Academy of Finland. The guest speakers, together with the OECD explained the concepts behind Strategic Foresight and led the participants to use some of the most common tools used in futures work, including horizon scanning, trend analysis and scenario planning.
The Division would like to thank all attendees for their enthusiasm and for sharing their experiences during these workshops. Heartfelt thanks go to the OECD team of experts (Ms Angela Hanson, Ms Julia Staud, Mr Jack Orlik, Mr Daniel Bengtsson and Mr Rodrigo Dal Borgo) who have dedicated so much energy and time to the project, and DG Reform of the EU Commission for financing the whole project.
