Annual Meeting for Liaison Officers - 2026
On 9 May 2024, the Coordination and Implementation Division launched a programme of awareness with ministries so that the Directorate for Governance Action gives insight into good governance practices adopted in the ministry concerned, in order to address shortcomings identified by institutions of oversight.
The first of this series took the form of a conference with the theme 'Governance in Action', and was held with the heads within the Ministry for Education, Sport, Youth, Research and Innovation. Permanent Secretary Matthew Vella opened the conference. The Director General Coordination and implementation, Mr Oreste Cassar, then addressed the conference, giving a brief overview of the role of each Directorate falling within the Coordination and implementation Division.
Director Governance Action, Ms Jacqueline Bonnici, then followed with a presentation, explaining each public employee's obligation to recognise the supervisory institutions and to take timely action to fulfil the recommendations given by them. She also explained how the adoption of the principles of good governance reduces the frequency of institutions of oversight finding shortcomings in the operation of the Public Administration, as well as reducing complaints by the public because a better service is being provided.
Finally, Assistant Director Governance Action, Ms Angela Portelli, explained the importance of continuous communication between the entity concerned, the Permanent Secretary and the institution of oversight, as well as immediate and effective action; this is assisted by the respective Liaison Officers and Focal Persons.
The second part of the conference was addressed by the Director (Projects Implementation), Mr Aaron Abdilla, who explained how the Implementation Directorate continuously monitors and assists Ministries and public entities in the implementation of Government budgetary measures so that they carry out their projects in the most effective and efficient way possible. Mr Abdilla continued by presenting the progress of measures relating to the Ministry for Education, Sport, Youth, Research and Innovation. He emphasised how the Directorate's work is part and parcel of the Government's Service of Excellence while ensuring accountability, transparency, and coordination.
Subsequently, the Assistant Director (Projects Implementation), Mr Andrew Micallef, explained the whole process for the implementation of budgetary measures which takes place every year and which starts from the day following the budget speech until the final publication showcasing the progress of said measures which is presented to the Principal Permanent Secretary before the start of the next budget period.
