Annual Meeting for Liaison Officers - 2026
The Coordination and Implementation Division embarked on a project, funded through the Technical Support Instrument (TSI) by DG Reform of the European Commission. The project aims at strengthening strategic foresight capabilities within the Maltese Public Administration. The project has among others included a fact-finding mission by OECD Experts in the subject matter, a quantitative questionnaire, a qualitative survey and two pilot projects undertaken together with stakeholders at the Ministry for Education, Sport, Youth, Research and Innovation (MEYR), and the Ministry for Social Policy and Children’s Rights (MSPC).
In April 2024, two members of the Division formed part of a delegation that attended a study visit on Strategic Foresight in Helsinki, Finland, together with counterparts from project-partners from Italy and Lithuania. There they met foresight experts from the Finnish Ministry for Finance, the Prime Minister’s Office, Finnish Universities and the Sitra Foundation, a local NGO dedicated to futures studies. The speakers gave detailed presentations regarding the institutionalisation of Strategic Foresight into the policy making process undertaken by the Finnish government, skills, training and qualifications available to futurists and stakeholder involvement.
The Director General of the Coordination and Implementation Division gave a presentation on the Maltese scenario, highlighting the unique challenges of the local Public Administration and how these are being turned to opportunities for growth and the strengthening of forward-looking, pro-active policy making.
